In order to optimize the business environment at ports and promote trade facilitation, the General Administration of Customs attaches great importance to the standardized declaration work of enterprises. Among them, import and exportscientific, accurate, and standard declaration of goods is an important assessment criterion for enterprise credit management. The 2022 version of the Catalogue of Standardized Declaration (hereinafter referred to as the Catalogue) was introduced against such a backdrop. This catalogue takes into account both the convenience of enterprise declaration and the needs of customs supervision, and is an important reference for enterprises to carry out standardized declaration.
First of all, lets take a detailed look at the declaration requirements for key tariff numbers of imported alcoholic beverages in the Catalogue. Key tariff numbers of imported alcoholic beverages can be divided into three categories: beer brewed from malt, wine brewed from fresh grapes, and whisky.
Beer brewed from malt (22030000.00)
There are a total of 8 standardized declaration elements, including product name (Chinese and foreign language names), whether it is brewed from malt, alcohol concentration, malt concentration, packaging specifications, brand (Chinese or foreign language name), production date, and GTIN code.
Wine brewed from fresh grapes (22042100.00)
There are a total of 10 standardized declaration elements, including product name (Chinese and foreign language names), import method (processing within the stock solution area, processing outside the stock solution area, original bottle with brand, domestic OEM), alcohol concentration, grade, year (declare no year if there is no year), production area (Chinese and foreign language names of the smallest production area), winery name (Chinese and foreign language names), grape variety (Chinese and foreign language names), packaging specifications (packaging specifications × number of each unit, liters/barrel or liters/container tank), brand (Chinese or foreign language name).
Whisky (22083000.00)
Standardized declaration elements include product name (Chinese and foreign language names), raw materials, alcohol concentration, import method (processing within the stock solution area, processing outside the stock solution area, original bottle with brand, domestic OEM), packaging specifications (packaging specifications × number of each unit, liters/barrel or liters/container tank), brand (Chinese or foreign language name), production area (Chinese and foreign language names of the smallest production area), aging year, use of wine barrels, and GTIN code.
Secondly, lets take a look at theerror - prone elements:
(1) For malt-brewed beer, the declaration element "whether it is malt-brewed" is prone to being filled out incorrectly. (2) The alcohol concentration shall be expressed in "% vol". (3) The packaging specifications should be reported according to the individual packaging method and specifications of the goods, such as "750ml/bottle × 12 bottles/box", "1000 liters/drum", or "2000 liters/container filling". (4) The newly added GTIN code in 2022 is the barcode on the smallest retail packaging of the product, consisting of 8, 12, 13, or 14 digits, and must comply with global standards (ISO 15459 or GB 12904). If the product does not have a GTIN code, it should be reported as "No GTIN"; the import method must accurately describe the actual import method of the product. (4) The GTIN code newly added in 2022 is the commodity barcode on the minimum retail packaging of the commodity, consisting of 8, 12, 13, or 14 digits, and should comply with the global general standard (ISO15459 or GB12904). If the commodity has no GTIN code, fill in no GTIN; the import method needs to accurately describe the actual import method of the commodity. (5) The year should be filled in as the grape harvest year for brewing the wine, not the bottling year. (7) Age Statement and Cask Usage: Whiskey must be aged before bottling, and the label will indicate the aging period prior to bottling as well as the type of casks used for maturation. If not specified on the label, please fill in "Not Specified."
(7) The aging year and use of wine barrels are for whisky. The whisky liquid needs to be aged and stored before bottling. The aging time before bottling and the type of wooden barrel used for aging will be marked on the label. If it is not marked on the label, it can be filled in as not marked.
The above is a detailed interpretation of the declaration requirements and error - prone items for key tariff numbers of imported alcoholic beverages in the 2022 version of the Catalogue of Standardized Declaration.
