Recently, the General Administration of Customs, the National Development and Reform Commission, and the Ministry of Commerce jointly issued an announcement, deciding to fully implement online verification and paperless customs clearance for import tariff quotas starting from January 1, 2023. This measure is part of the policies already introduced by the General Administration of Customs to promote...foreign tradeAfter the full implementation of online verification, the issuing authorities will no longer issue paper quota certificates, which will all be replaced by electronic quota certificates. Customs will automatically call up the electronic data of quota certificates during the customs clearance process to compare and verify with the declaration data, achieving fully online and paperless processing of quota certificate application, issuance, customs clearance, and cancellation, which will effectively improve customs clearance efficiency and reduce business operating costs.
After the full implementation of online verification, the issuing authorities will no longer issue paper quota certificates, replacing them entirely with electronic quota certificates. Customs will automatically retrieve and cross-check the electronic quota data against the declaration data during the clearance process, enabling a fully online and paperless workflow for quota certificate application, issuance, clearance, and verification. This will significantly enhance clearance efficiency and reduce operational costs for businesses.
It is understood that to ensure the smooth implementation of the comprehensive online verification, the three departments have conducted relevant pilot programs since September 2022, with over a hundred enterprises participating and benefiting from the reform dividends.
It is reported that after the full implementation of the online verification for import tariff quotas, the three departments will further optimize the online verification system based on feedback and suggestions from enterprises, continuously enhancing their sense of gain and unleashing the dividends of reform.
